Description
The Talent Acquisition (TA) Consultant facilitates the acquisition of all non- executive health plan staff through innovative recruiting strategies and behavior/skill-based selection. They are responsible for effective, proactive, and responsive recruitment/workforce management consultative services to hiring managers. The TA Consultant maintains and supports a culture of compliance, ethics, and integrity.
Essential Functions:
• Develops contacts/leads strategies by identifying professional associations and networking opportunities. Oversees and monitors pipeline for external applicants. Pre-screens candidates for position requirements and organizational fit, utilizing behavior/skill-based interview techniques. Receives external employee applications; examines and evaluates qualifications; refers applicant to manager for final selection consistent with selection criteria and applicable company policy. Provides strategic direction and guidance with the final hiring decision. Works on union and non-union positions, including supervisor and above. Ensures that all external jobs are posted accurately and in accordance with personnel policies and state/federal guidelines. Refers applicants for particular job openings. The TA consultant may conduct reference checks at the discretion of the hiring manager. Negotiates relocation packages when necessary. Participates in program-wide recruiting efforts and tactical strategies. Provides coordination, development of event strategy, and executes on all deliverables. Composes recruitment advertising copy, compiles relevant suggestions/input from hiring manager, and places employments advertising. Develops recruitment strategies surrounding the use of social media and the latest technology to attract talent. Responsible for meeting key metrics of performance. Participates in New Employee Orientation (NEO), as scheduled. Provides managers updates on affirmative action goals with an emphasis on diverse recruitment efforts.
• Consults with hiring managers to develop tactical recruiting strategies for open union and non-union positions including, but not limited to sourcing, interviewing tactics, advertising, and selection processes. Advises the hiring manager in providing interview and selection support, including the creation of recruitment tools. Identifies and develops relationships with recruitment sources, including schools (K-12), colleges, and professional associations and participates in related job fairs, conventions, and conferences to ensure the availability of talented candidates for the region.
• Coordinates and manages recruiting projects that may include training, department interns, vendors, etc.
Qualifications
Basic Qualifications:
Experience
• Minimum three (3) years of experience in recruiting for salaried and hourly employees – management, technical, professional, and/or health care positions.
• Minimum three (3) years of experience in recruitment planning, sourcing (cold-calling; networking; job fairs; etc.) resume evaluation, candidate assessment and referral, and assisting/training professionals in selection, techniques, and methodologies.
Education
• Bachelor’s degree in human resources, business administration, or related field, OR four (4) years of experience in a directly related field.
• High School Diploma or General Education Development (GED) required.
License, Certification, Registration

Preferred Qualifications:
• Minimum five (5) years of recruiting experience preferred.
• Minimum three (3) years of proficiency with an applicant tracking system preferred.
• Minimum one (1) year of union contract interpretation experience preferred.
• Minimum one (1) year of direct sales experience preferred.
• Experience with pre-hire assessments preferred.
• Experience forecasting recruitment needs (workforce planning, i.e. – position control; core staffing; etc.).
• Bi-lingual preferred.
• Participated in collective bargaining.
• Employed in interest-based problem-solving.
